On Monday, June 17, 2024, the Prime Minister and Head of Government, Amb. Allah-Maye
Halina, held an audience with a delegation of American, Canadian, and Turkish investors,
led by representative Ali Gursoy and accompanied by H.E. Madame Kitoko Gata Ngoulou,
Ambassador of Chad to the United States of America. The delegation came to discuss
potential investment opportunities in Chad, particularly in the mining, education, and health
sectors.

According to the group's representative, Mr. Ali Gursoy, the aim is to significantly increase
energy production capacity through the construction of a power plant and to strengthen the
production capacity of Chad Petroleum Company. This will help meet the ever-growing
needs of the Chadian population more effectively.

This cooperation and development partnership also aims to support the Chadian
government in implementing key projects, developing solidarity economies, and enhancing
women's capacities.

Chad receives a donation worth six million dollars to aid 85,000 refugees, including many displaced women and children in Chad and Sudan. This donation comes at the perfect time, coinciding with the inauguration of the new president-elect, General Mahamat Idriss Deby Itno, marking a promising start to his term.
Indeed, on this blessed Thursday, May 23, 2024, the Church of Jesus Christ, represented by Mr. Dennis Lange Beltran, Government Relations Officer, and Ms. Cassadra Kendall, International Affairs, visited the Ambassador of Chad in Washington, D.C., H.E. Kitoko Gata Ngoulou, to announce the good news after months of lobbying. The ambassador was accompanied by his senior advisor, Anwar Sadat.
The total contribution of this philanthropic organization since 2014 amounts to over 360 million dollars across various sectors: education ($22.3 million), food ($40 million), health for people with disabilities ($53 million), emergency response ($111 million), etc. This six-million-dollars donation adds to ongoing efforts to improve the living conditions of vulnerable populations and strengthen the resilience of communities affected by conflicts and forced displacement.

The Ambassador of Chad to the United States, H.E. Kitoko Gâta, welcomed a group of businessmen specializing in solar energy at the chancery, located on Massachusetts Avenue in Washington D.C., on Wednesday, December 13, 2023.
The meeting provided an opportunity for CE Convalt Energy, a New York-based company already active in Africa, led by its CEO Mr. Harris Achuthan Han and their financial manager John Phelan, to present an ambitious investment project. This project, valued at $200 million in the upcoming years, initially aims at an immediate investment of $10 million. It seeks to generate energy production of several tens of megawatts and modernize N’Djamena airport, totaling an investment of over $200 million in the coming years, enabling a total production of 120 megawatts.
Within this initiative, the company proposes a BOT (Build-Operate-Transfer) financing or a contract funded by the Chadian government. This meeting served as a platform for CE Convalt Energy to share the details of their ambitious plan with Chadian partners of the project, such as Dr. Haliki and Guy Djoken.
At the end of this informative presentation, the Ambassador warmly thanked this American company for its promising proposal and expressed an interest in welcoming them to Chad for the operational phase of the project.

Ms. Amy E. Holman, a career member of the Senior Foreign Service, was recently appointed Deputy Assistant Secretary of the Bureau of African Affairs in November 2021. With her diplomatic experience and deep knowledge of the African region, she plays a key role in developing and managing U.S. policy toward the African continent. Prior to her current appointment, Ms. Holman held several senior positions within the Department of State, including Deputy Chief of Mission at the U.S. Embassy in Dakar.

On June 27, 2023, Ambassador Kitoko Gâta, representing Chad in the United States, participated in a special meeting of the African Diplomatic Corps (ADC) with special guest Ambassador Johnnie Carson. Ambassador Carson highlighted the recent success of the US-Africa Leaders Summit and the measures taken to implement its resolutions. He emphasized the United States' commitment to Africa, including a $55 billion financial aid over three years, primarily focused on strengthening existing programs. Investments in infrastructure and businesses were also announced. To enhance exchanges, it was proposed to shorten the frequency of meetings and organize mini-summits on specific issues. Ambassador Kitoko Gata praised the concrete commitments of the United States towards Africa and expressed satisfaction with the progress in cooperation between the two countries.

Address by Ambassador Kitoko Gata: Committing to Juneteenth and Honoring the Contributions of African Americans

Let me begin by expressing my sincere gratitude and congratulations to the organizers of today's Juneteenth celebration, which I have heard is one of the oldest, if not the oldest, commemorations of the end of slavery in the United States, also known as Freedom and Emancipation Day. My name is Kitoko Gata and I am Chad's ambassador-designate to the United States. I arrived only a few days ago, it's been almost a month now. One of my main missions here will be to strengthen the existing relationship between our two countries, as we are long-standing partners.
I discovered Juneteenth a year ago during one of my previous trips to the United States, before being appointed ambassador. I am delighted to celebrate this significant occasion with all of you today. I have noticed that the understanding and enthusiasm surrounding Juneteenth is increasing at a remarkable rate. Cities and states across the United States and beyond realize the wonderful opportunity we have to come together to appreciate, reconcile, and commemorate. Juneteenth allows people in the United States to recognize the spirit of African Americans and honor their invaluable contributions that have enriched American society.
I understand the importance and strength of this event for all of America, and I can feel everywhere the understanding and enthusiasm generated by Juneteenth, which is growing at a phenomenal rate. Juneteenth is no longer just a national holiday, but an international holiday, celebrated throughout the United States, in cities and states across the country, and it makes me realize what a wonderful opportunity it is for everyone present tonight to come together to appreciate, reconcile and commemorate this important event.
I understand that on this day, we recognize the African-American spirit and honor the roles and contributions that have enriched American society.
And you should know that the history of African Americans has not only impacted American society, but it has impacted the entire world, as I speak. I come from Chad, but I have spent my whole life in France, and I can tell you tonight that we have been positively influenced by the history of African-American icons in France and even Africa. For example, everyone there knows these legends, these icons who fought for the freedom and emancipation of African Americans here, like Martin Luther King, Malcolm X, Rosa Parks, John Lewis and many others.
Therefore, I would like to take this opportunity to express my sincere gratitude for this wonderful ceremony that allows us to participate in the Juneteenth celebrations with the staff of my embassy.

On the evening of Saturday, June 17, 2023, which coincided with Ms. Kitoko's birthday, after a private ceremony held at her Silver Spring residence, Ms. Kitoko attended the PROAFRICAMUSIC festival for her second season. This cultural event brings together Chadian artists and other nationalities, providing a platform for the promotion of Chadian music and culture. The second edition took place at Princess Garden Parkway in Laham, Maryland.

Ms. Kitoko, who was meeting for the first time with the Chadian diaspora, took the opportunity to send a poignant and fraternal message to her compatriots, declaring: "The Embassy of Chad is your home, and I will be the ambassador of all Chadians without exception, in accordance with the will of the Head of State, General Mahamat Déby Itno".

She stressed the importance of a renewed partnership between Chad and the United States, highlighting the enormous potential of both nations and the importance of actions to promote the country's image and assets. Ms. Kitoko praised this exceptional initiative that highlights Chadian cultural actors on American soil and expressed her wish to create a more inclusive framework, promoting synergy of actions and strengthening ties between members of the Chadian diaspora.

She also stressed the crucial role of the diaspora in Chad's socio-economic development and called for its unwavering support to federate the Chadian community and establish new cooperation ties with the United States, going beyond the already existing agreements between the two countries. DIPLOMACY: Agenda of Mrs. Kitoko Gata: Two young ambassadors join forces to promote cooperation between Chad and Côte d'Ivoire In a promising gesture of diplomatic cooperation, Chad's Ambassador to the United States, HE Mrs. Kitoko Gata, and her Côte d'Ivoire counterpart, HE Ibrahima Touré, recently decided to work together to promote the interests of their compatriots and their respective countries. These two young ambassadors highlighted their geographical proximity, their common vision, their open-mindedness and their optimism for the future of Africa. This collaboration promises to bring many economic and diplomatic benefits to their nations.

A dynamic partnership: The starting point for this fruitful collaboration lies in the proximity of the embassies of Chad and Côte d'Ivoire, located a few steps from each other. Ms. Kitoko Gata visited the African Union House at the invitation of the Dean of Ambassadors, Mr. Serge Nombouli, Ambassador of Congo to the United States. The agenda of the meeting focused on the follow-up to the U.S.-Africa Leaders' Summit and the implementation of U.S. commitments and the achievement of shared priorities with African countries. This meeting allowed Ms. Kitoko Gata to participate for the first time as an ambassador and the exchanges between colleagues proved to be very enriching.

Agenda of Mrs. Kitoko Gata, Chad's new Ambassador to the United States

Washington, D.C. – Three days after taking office as Chad's ambassador to the United States, Ms. Kitoko Gata spoke to the press today, June 7, 2023, to a group of young students from the popular Virginia-based political media outlet, Politico Media Source.

During this meeting, Ms. Kitoko Gata exchanged with young journalists on the socio-political situation of her country and shared her point of view on information related to Africa.

Ms. Kitoko Gata began by stressing the importance of seeking reliable sources of information when it comes to learning about Africa. According to her, a lot of information about Africa is biased and often does not reflect the reality of the situation. She encouraged the young students present, who were very enthusiastic to meet her, to go directly to the source to obtain accurate and objective information on the African continent.

The new ambassador also highlighted the potential of Africa and in particular her country, Chad, to succeed on the international stage. She highlighted the abundant natural resources, growing economic dynamism and investment opportunities that exist in Chad. Ms. Kitoko Gata expressed confidence that Chad can play a major role in Africa's development and in promoting cooperation with the United States.

The meeting with the young journalists lasted about 45 minutes, during which Ms. Kitoko Gata answered their questions and exchanged with them on various topics of common interest. The students were delighted to have had the opportunity to speak directly with the ambassador and learn more about the reality of the situation in Chad.

SUDAN/CHAD: Urgent appeal for substantial assistance in the face of rapid increase in refugees at Sudan-Chad border

Given the urgency of the situation, Ambassador Kitoko Gata visited USAID headquarters to request substantial assistance. In his discussions with agency officials, he highlighted the immediate needs of the refugees, such as access to health care, clean water, food and temporary shelter. He also stressed the importance of effective coordination between different humanitarian organizations in order to maximize the impact of interventions on the ground.

Strengthening partnerships:In addition to the plea for help, Ambassador Kitoko Gata's visit to USAID headquarters helped strengthen partnerships in humanitarian assistance. By discovering the agency's facilities, he was able to see first-hand the work done and the need for international collaboration to respond to humanitarian crises. He stressed the importance of strengthening ties between Chad, Sudan and the United States to ensure adequate assistance to refugees and host communities.

The summer of 2023 was marked by an extraordinary event, organized under the auspices of UNESCO, which brought together hundreds of young students from all over the world. This event, held in Frederick, Maryland, was made even more remarkable by the presence of Chad's ambassador, Kitoko, who brought a special dimension to this educational and intercultural celebration.

Ambassador Kitoko played a vital role as a prominent personality and representative of his country, bringing deep diplomatic significance to this event. As a former ambassador of the UNESCO Centre for Peace for many years, he understands the importance of education and intercultural exchange for the development of tomorrow's young leaders.

The UNESCO-sponsored Summer Camp was made possible thanks to the unwavering devotion of the organizers, especially Mr Guy Djoken and Whitaker Common at Hood College. Their commitment over the past 15 years has created a unique educational platform, allowing young students to share their knowledge and learn the decision-making mechanisms, as well as to become familiar with the cutting-edge technologies of our modern world.

The presence of young students from high schools around the world gave this meeting an authentic and enriching character. In particular, the participation of Chadian students was welcomed and applauded by all participants. UNESCO offered the students of Chad the precious opportunity to live this international educational adventure, and this did not fail to mark the importance of education for Chadian youth, as well as for the leadership of their nation, led by Mahamat Idriss Deby Itno.
